We regularly have to limit our Appeals to n number of people.

We create Segments and assign Packages based on priority order and may have Packages unused or only partially filled.

In order to maximise utilisation we want to assign only a portion of a Segment to a Package. We currently do this by
selecting all of the Segment
Assign to all > Random
split the Segment between two Packages - one we want and one for dumping into (any of the Packages used for a sifferent Segment)
Unnasign from the dumping Package

It would be good if there was a way to either:
Select x people randomly from a Segment
Select y% of people from a Segment
Assign to all > Random and not sum to 100% (i.e. only assign proportion we're interested in)
