We have to look at every address because even if it matches completely, except the zip compared to zip+4. The files we get from university only have the zip and so it thinks it doesn't match when address is exactly the same. We also have country blank in RE if it is United States so we don't have to delete when running mail lists every time. The address similarity does not like when this doesn't match either.
